THE TRUE MALAYSIA · BUSINESS

Business in Malaysia

Explore industries, trade connections and your next business step.

Find official support

Find the sector. Meet the ecosystem. Plan the next step.

Explore Malaysia's industries, trade connections and business pathways. Start with a sector, compare locations and use official resources to move from initial interest to a practical plan.

Why Malaysia

A business ecosystem worth understanding in detail

Malaysia brings manufacturing and services into the same business conversation. A component supplier, food processor, digital-services company and hospitality operator will need different partners and approvals. This page helps you identify the relevant ecosystem before choosing a location, company structure or route to market.

  • Production and engineering. Explore electrical and electronics, machinery, transport equipment and materials through the industry catalogue. Match each opportunity to the process and quality requirements it actually needs.

  • Food and palm-based value chains. Consider processing, packaging, traceability and logistics together. Halal assurance and destination-market requirements need their own checks.

  • Services and digital activity. Business services, education, healthcare and digital infrastructure create different entry points. Define the activity clearly before assuming that a programme or approval applies.

  • Regional choices. Include Peninsular Malaysia, Sabah and Sarawak in the location comparison. Industrial site, utilities, talent and customer access should lead the decision.

  • Trade access with conditions. Malaysia's agreement network provides several routes for qualifying trade. Classification, origin and documentation determine what a particular shipment can claim.

  • A practical starting point. Begin with MIDA for investment orientation, MATRADE for export and sourcing resources, and SSM for the relevant registration pathway.

Questions to answer before you choose

  • What will the business do?
  • Who is the customer?
  • Which permits apply?
  • Where are the required people, utilities and logistics?
  • What is the intended legal structure?
  • What evidence will buyers require?

Evidence: MIDA's industry and corridor pages, MATRADE export resources and SSM guidance. The operating questions are The True Malaysia's editorial synthesis, not a quantified competitiveness ranking.

Snapshot

Dated facts for a clearer starting point

These indicators describe different parts of the economy. Each card shows its own period and definition, so annual output, merchandise trade and investment approvals are not confused.

GDP level is at current prices; GDP growth is real. Trade figures cover goods. Approved investment records project approvals and does not measure realised expenditure or FDI flows.

Locations

Choose a location around the operation

The right location depends on the activity, supply chain and people it needs. Use these regional starting points to form a shortlist, then confirm premises, utilities, planning permissions and transport arrangements with the relevant authority or provider.

Transport comparison: ask for current sailing or freight options, lead times, cargo-handling capability and last-mile delivery. Separate an operator's capacity statement from an available service quotation. This page shows no route map and does not claim that every destination has equivalent connectivity.

Sectors

Explore 33 business sectors

Browse the sector that fits your product, service or investment idea. The catalogue combines independently researched Malaysian industry scope with practical questions for a first enquiry. Inclusion is a discovery pathway, not a claim that every sector has the same scale or global position.

Follow the capability, then verify the supplier

  • Electronics and precision processes

Investigate the actual component, process and qualification needed. MIDA, InvestPenang and Kulim resources support an ecosystem shortlist; supplier evidence must establish the individual capability.

  • Food, palm and assurance

Consider processing alongside packaging, traceability and certification scope. HDC's industry resources, MPOB's technical pathways and official halal checks serve different purposes.

  • Devices and life sciences

Define the product and intended use before approaching manufacturing or regulatory partners. Medical devices, pharmaceuticals and cosmetics have distinct regulatory routes.

  • Digital and infrastructure

Assess the delivery model and data controls for digital services. Cloud infrastructure also requires site, utility and approval checks.

  • Business and professional support

Use institutional and industry directories to find the right conversation, then agree the provider's scope and responsibility in writing.

These are research pathways drawn from the cited sector sources, not supplier certification or sector rankings.

Trade

Match the product to the market

Malaysia's 2025 merchandise trade reached RM3.061 trillion, with a reported RM151.80 billion surplus. The annual figures give context; a viable export plan still depends on the product, customer and destination requirements.

Container port and freight activity in warm sunset light.
Editorial illustration of port and freight activity. It does not depict a named terminal, operator or shipment.

Product families to investigate: electrical and electronic products; machinery, equipment and parts; optical and scientific equipment; palm oil and palm-based products. Use MATRADE's wider product directory to explore other categories in the catalogue.

Partner-market starting points: ASEAN; China; the European Union; Taiwan; the United States. This is a selected research list from the official annual trade discussion, not a complete ranking or a prediction of demand.

Agree these with the buyer before quoting

  • What specification and order size are required?
  • Which certifications are relevant?
  • Who is importer of record?
  • What are the delivery and payment terms?
  • Which destination rules apply?
  • Does the shipment qualify for an agreement preference?

Agreements

Compare the applicable route before claiming a preference

Several agreements may cover the same market. Choose by the actual goods schedule, origin rule and documentary procedure, not the agreement's name alone. A product dispatched from Malaysia is not automatically a Malaysian-origin product.

Signed, not yet in force. No tariff preference under this agreement can be claimed until entry into force is confirmed by the official source.

The underlying ASEAN agreements are listed as in force. This page does not infer that every later upgrade protocol is implemented. MEEPA remains a signed/pending record in the official sources checked; no MEEPA preference should be promoted before its entry into force is confirmed.

Additional arrangements: MITI also lists TPS-OIC and D-8 as partial-scope preferential arrangements, with implementation dates of 1 October 2023 in its overview. They are not presented as additional comprehensive FTAs in the filter catalogue. Follow the current MITI guidance for participating parties, product scope and procedures.

Check the current product schedule, origin rule and proof of origin through the agreement's official page. For Malaysian origin enquiries, use the MITI FTA portal's current contact/navigation. Contact fields are shown only when verified; this page does not provide a ruling for a shipment.

The HS Explorer link is the official Customs tool. Automated access to its root failed during research, so if it does not open, use the Royal Malaysian Customs import-procedure resource instead and report the issue.

Shipment checks

Prepare the shipment before the goods move

Work through these in order. Each step is a check to complete, not a requirement this page can confirm on your behalf.

  1. Step 1

Identify the goods. Record product description, composition, intended use and the appropriate HS classification. Use Customs resources and seek an authoritative determination when classification is unclear.

  2. Step 2

Check restrictions and permissions. Establish whether an import/export restriction or product permit applies. Agricultural products, devices, medicinal products and other controlled goods need their own authority checks.

  3. Step 3

Check the destination requirements. Agree labelling, testing, safety, health and buyer documentation for the target market. Malaysian compliance and destination compliance are separate questions.

  4. Step 4

Establish origin. Review the agreement-specific rule and supporting production evidence. Shipment location alone does not establish origin; use the current MITI procedure for proof of origin.

  5. Step 5

Prepare clearance information. Agree responsibility for declaration, valuation, invoices, packing details and transport documents with the importer, exporter and service provider.

  6. Step 6

Confirm the commercial plan. Set delivery terms, payment arrangements, insurance and handling requirements before dispatch. Recheck current customs and operational procedures for the actual shipment.

This is a preparation guide. The responsible authority determines requirements; a directory entry, illustration or introductory checklist is not a permit or certification.

Establishment

Choose the legal form that fits the applicant and activity

Legal form, eligibility and operating compliance are separate questions. Read each one against the actual applicant and activity.

  • Locally incorporated private company. SSM states that a private company requires at least one director ordinarily resident in Malaysia and one promoter. The company secretary must be appointed within 30 days. Confirm the current filing requirements with SSM and a qualified company-secretarial adviser.

  • Registration of a foreign company. A foreign enterprise can consider registration of the foreign company, distinct from incorporating a Malaysian entity. Compare the legal form, required documents and operating implications before filing.

  • Sole proprietorship or partnership through ROB/EzBiz. SSM's published owner eligibility is Malaysian citizen or permanent resident, age 18 or above, with the required account verification. This route should not be offered automatically to every foreign founder.

  • Operating compliance. Registration is one step. Confirm the activity's sector approvals, premises/local requirements, tax registration and applicable employment or work-authorization arrangements. Ownership rules, incentives and permissions depend on the activity and applicant.

  • Tax and invoicing. Use HASiL's current guidance for TIN, corporate-tax and e-Invoice questions. For e-Invoice enquiries, contact myinvois@hasil.gov.my. Confirm SST matters with Customs where applicable; no turnover threshold or rollout deadline is assumed here.

  • For founders and SMEs. Prepare a short activity description, customer model, ownership plan, location requirement and compliance list. SSM, SME Corp. Malaysia and relevant industry networks provide different kinds of support; programme eligibility and financing remain separate checks.

Pathways

Begin with the decision you need to make

Four starting points, each with the first concrete action. Pick the one that matches the decision in front of you.

  • Site engineers in hard hats and hi-vis reviewing a plan above an industrial estate, container port and city skyline at sunset.

    Invest or expand

Define the activity, estimated capacity and location needs. Contact MIDA to identify the relevant sector and project pathway. Compare regional sites, utilities and talent, then confirm approvals and any programme eligibility before a commitment.

  • Business founders meeting a chamber-style advisory team.

    Establish a company

Write down the intended activity and applicant structure. Compare local incorporation, foreign-company registration and any eligible ROB route with SSM guidance. Arrange the required adviser and operating checks before filing.

  • Industry representatives reviewing production and supplier opportunities.

    Source or manufacture

Turn the requirement into a product or process specification. Use MATRADE's exporter directory and relevant associations to form a shortlist. Check company identity, qualification, sample quality, capacity, terms and traceability before placing an order.

  • Warehouse team checking a shipment before loading a freight container.

    Export from Malaysia

Select the target market and buyer profile. Use MATRADE's export resources, confirm destination requirements and agree freight/payment responsibilities. Check product classification and origin evidence before claiming an agreement preference.

Pathway sources: the relevant SSM, MIDA, MATRADE, Customs and MITI records above. Due-diligence steps are The True Malaysia's editorial guidance, not a promise that a listed organization supplies every service.

Services

Put the right support around the transaction

Seven kinds of support around a Malaysian transaction, each with the official or published starting point.

  • Supplier discovery. Use MATRADE's Products Directory to find exporters, manufacturers, contract manufacturers and traders. Confirm the company's actual role and production capability.

  • Service-provider discovery. Use MATRADE's Services Directory to locate service partners and consultants. Agree qualifications, deliverables, fees and responsibility.

  • Freight and clearance. Compare logistics providers against the shipment's route, handling needs and clearance arrangements. Start with Customs procedures and MIDA's logistics orientation; obtain current commercial quotations separately.

  • Trade finance and payment risk. Explore pre/post-shipment finance through EXIM Bank's published resources and check institutions through BNM's directory. EXIM notes that some product information is under review; confirm availability, eligibility and terms directly. EXIM general enquiries: +603 2601 2000; communications@exim.com.my.

  • Testing and certification. SIRIM QAS accepts testing enquiries based on product details and the applicable method. A test report and a product-certification approval serve different purposes. General service enquiries: cserviceqas@sirim.my; +603 5544 6000.

  • Halal assurance. Check current product/premises certification through the official portal, and use HDC for industry-development resources.

  • Company, tax and market-entry advice. Start with SSM and HASiL's published requirements, then appoint a suitably qualified adviser for the transaction. Chambers can provide network/service orientation; they do not replace the responsible authority.

Sources

Clear sources. Practical next steps.

Research checked 9 October 2026. Figures retain their published units and periods. Malaysian official releases, agency guidance, each association's own site and organizer event records form the evidence base. Sector descriptions explain where to start a business enquiry; they do not certify an individual provider. Company, tax, customs and investment pathways require confirmation with the responsible authority or a qualified adviser for the activity and applicant.
